Rabbi Winner founded the Chabad Neshama Centers in 1987 geared for outreach to the Russian Jewish immigrants who were not ready for the synagogue experience.
The Chabad center offers a preschool, teen group and a variety of adult education experiences. Through Chabad Neshama activities thousands of families have been brought closer to our heritage. Rabbi Winner lectures on Talmud and Jewish Law as well as Kabbalah and Chasidus. His popular Thursday night Zoom class in Kabbalah has inspired many. He also offers counseling and sage advice to individuals.
Rabbi Winner has been the spiritual leader of the Sea Breeze Synagogue since 1985 and also serves as Rosh Yeshiva at the Central Lubavitch Yeshiva (Chovevei Torah Building). He is also a Dayan in the Beis Din of the Lubavitch Rabbinic Council.
Previously Rabbi Winner served as the Rosh Hayeshiva of the Yeshiva Gedola of Venezuala, which became the base for extensive Chabad outreach activities in Caracas and the surrounding communities.
Rabbi Winner has written articles in prominent Rabbinic journals and published three works on a variety of areas of Torah knowledge.
Rabbi Winner lives in West Brighton Beach with his wife Esther, who is very active in her own right. They have ten children, some who serve as Chabad Rabbis in New York as well as in Baltimore, Seattle, Toronto and Florida.
